Consideration to approve the Microsoft Office 365 software subscription renewal, which supports the City's daily operations, including email, document management, communication, and cybersecurity protections. This renewal will ensure continuity of these services without disruption and also provide continued support of system updates, improved performance, and reliability. This subscription renewal will be procured through the National Cooperative Purchasing Alliance (NCPA) contract #01-170. The renewal cost of $120,653.11 for fiscal year 2026 is included in the Information Technology Fund approved budget. Staff recommends approval.
On April 16, 2024 the Council approved Job Order Contracts (JOCs) with five contractors for various Water and Wastewater Plant Facilities projects. The initial contract length is for one year with the option of renewal for four additional one year terms. The attached contract amendments from Fann Environmental, LLC, Felix Construction Company, KE&G Construction, Inc., KEAR Civil Corporation, and KP Ventures Well Drilling and Pump Company, LLC will allow staff to continue using these companies using the JOC process. Staff recommends approval.
The City published a bid for replacement of the airport Precision Approach Path Indicators (PAPIs) and received three bids on February 9, 2026. The apparent low bidder is Scenic Electric LLC, also known as Mesquite Electric, of Mesquite, Nv, with a total bid of $184,465. This project is included in the FY2025–26 Adopted Budget and 5-Year Capital Improvement Plan within the Airport Grants Fund. Due to a recent remodel of the locker room at the Kingman Police Department, an assortment of metal lockers has become available for repurposing or surplus designation. A solicitation to City departments resulted in several lockers being reassigned for use within another department; however, a number of lockers remain unclaimed. Kingman Unified School District (KUSD) has requested the remaining lockers for use in its Law & Public Safety Program and Agriscience Programs. Staff recommends approval.
Due to an unexpected increase in the Court’s need to incarcerate more individuals than it had previously anticipated, the Court is requesting an extra $100K to cover its jail costs during the current fiscal year. Despite the Court incorporating many of its cost saving programs to reduce jail costs including the Court’s Fail to Pay Program and Second Chance Docket, there has been an influx of individuals requiring incarceration due to them being a flight risk and/or a danger to the community. A transfer of $100,000 in General Fund contingency appropriations is needed. Staff recommends approval.
ACTION ITEMS
The City will construct street improvements along Airway Avenue (from Prospector Street to Flying Fortress Parkway) and Flying Fortress Parkway (from Grand Canyon Road to Airway Avenue) as part of the Flying Fortress Parkway Traffic Interchange Project. To date, the City has procured pre-cast box culverts, executed a construction management agreement, and approved related design change orders. These costs, together with the construction contract and a contingency reserve for unforeseen conditions, will be financed through excise tax revenue obligations. The City has retained Gust Rosenfeld as Special Counsel and Columbia Capital as Municipal Advisor to prepare the necessary agreements, Preliminary Official Statement, and related documents in anticipation of issuing the Obligations in May 2026. The agreements provide that the total principal amount of the Obligations will not exceed $25.0 million. Staff recommends approval.
Ordinance No. 1987, adopted by City Council on January 6, 2026, incorporated Accelerated Public Improvements into the City of Kingman Streets and Sidewalks Development Rules and Regulations. Staff has notified property owners of parcels adjacent to Flying Fortress Parkway and Airway Avenue regarding the preliminary assessment costs associated with the project. These costs may be assessed to property owners upon project completion if they elect to develop their property within ten (10) years of this public hearing. The final assessment amount will be determined based on the actual construction cost of the project. Staff recommends that Council accept public comments and direct staff to continue with the Accelerated Public Improvements Assessment.
City Engineer recommends award to Perco Rock Co., low bidder on Pavement Section Alternate 2 (Portland cement concrete pavement (PCCP) on Flying Fortress Parkway and Asphalt Concrete (AC) pavement on Airway Avenue), at $18,194,134.00. Six bids were received from contractors, each bidding on three pavement section alternates. Staff recommends approval.
At their March 3, 2026 regularly scheduled meeting, the City Council directed staff to revise the boundary of the proposed annexation (AN25-0001). Staff has revised the boundary as directed with the revised acreage of approximately 4,238 acres, generally located south of Southern Avenue, east of Cherokee Street and north of Hualapai Mountain Road and therefore seeks Council direction to record the blank petition for annexation with Mohave County Recorder. Staff recommends approval.
In FY2024, the City Council adopted a seven-year program to fund street repairs, maintenance, and improvements, utilizing General Fund reserves that are projected to be fully expended by FY2030. A recurring revenue source will be necessary to continue the existing program. On March 5, 2026, the City Council held a work session to review transaction privilege tax (TPT) rate options, the General Fund’s fund balance and related policies, community comparison data, and the long-term funding needs of the street maintenance program. Members of the public attended and commented. Staff recommends Council adopt a Notice of Intent to consider increasing TPT Rates at the June 16, 2026 Council meeting.
